Default 1978 80hp Mariner Running Issues

Hello folks, first time poster that needs help.

I have an 1978 80hp Mariner with some running issues that I need help with. The motor cold starts easily but then begins to develope issues. Around 1200-1500rpm the motor bogs down and wont go above this point for a minute or so then, without throttle input, starts to climb and THEN I can add throttle without issue all the way to WOT. The motor will run all day long at WOT but as soon as I start backing down, starting around 2500rpm, the motor begins to load up and eventually stalls out. At this point the motor will take several minutes to start back up and once it does it will not go above 1500 rpm.

I have a mechanic checking the carbs as we speak but so far no issues not even buildup in them One thing he did note was rust in the number 4 cyclinder (lowest one from top to bottom). He thinks this could be the issue. I want second opinions as far as the running issues.

A second question of sorts what would cause water to enter the lower cyclinder only? All others show clean burn spark plugs and inspection with a scope shows clean cylinders. FYI the water seperator is brand new and was put on at the same time the plugs were replaced last season.

I love this motor and am now at a crossroads as far as repairing or replacing. Any help would be greatly appreciated.
