Ihave a 1997 90hp ran boat the other day,had foward and neutral, but would not shift into reverse. Disconnected cable from engine and could not shift by hand into forward or reverse. Checked cable at helm a plastic collar had broken off. If cable is problem shouldn't I be able to shift motor by- hand?

if the clutch dog is in a certain position it will not let you shift. you have to turn the prop in order to shift, when the motor is off. get a new cable.
