starter solenoid washers

I am in the process of changing out the starter solenoid of a 96 Force 40 and when I removed the electrical connectors I found lock washers under the connectors but none under the nuts. Is this normal for an outboard motor? This is the way it came from the factory.

YEP! The lockwasher keeps the terminal from turning when you tighten the nut. If you put the washer under the nut, the terminal will turn as you put the final torque on the nut.
'Course, if it bothers you you can use two lock washers--there's usually room.

Thanks, I am 78 and have worked on a lot of different equipment over the years but don't recall running into this befor.
