'90s 2.3 hp evinrude pumping?

Should a 2.3 hp OMC be putting out cooling water, at low to very low speed? The water discharge slows and stops at slow rpm, normal? It appears to have a good flow at higher rpm in a barrel. Haven't had it on the boat yet.

should be getting droplets or mist.

It has a little plastic tube that comes out of the powerhead, it has a steady stream [ solid water about 1/8 -3/16" in dia.] coming out until you throttle back to about 1/8 and lower throttle, then it stops. What I'm wondering is should there be at least drips coming out at the lowest possible setting. You have to hit the stop button to kill the motor.
