90 H.P Lower Unit Help Stuck in Gear 1989 I/0

Just stays in gear wont go in reverse or Neutral. Cables are working fine and where pulling up the pin fine on the Lower unit so i know its in the lower unit

Bought the boat like this. pulled the lower unit off and looks very clean almost to clean.

I did notice when i was tearing it apart that there is a little pin next to the oil drain on the bottom that has something to do with the shifting linkage lined it up and stuck it in the hole and it still didnt do anything. the shifting rod just goes up and down freely you can tell it is not attached in there. not sure if i need to keep tearing it down or if it is something to do with the pin... Help Please

Sorry to say but it appears you removed the shift pivot screw.
You can't just line it up and put the screw in.
It will require tearing down the lower unit to get it right.
