50hp force trouble idling

took the boat out today and ran great, as I was about to load the boat and leave wouldn't start backup in neutral. I had to push the button and push my throttle forward to start, then try and put it back to get it in gear. Wouldn't stay idling.
Took the hood off the motor and saw where the flywheel had chewed up some of the styrofoam inside the cowling.
This afternoon, got it running again in neutral, but at very, very low rpms. You have let it run for a few minutes and then you are able to shift. My questions is what, and where did this styrofoam go, and it seemed like it cleared up, but not 100%. What would you do?? I didn't think cleaning the float bowl was going to help, any suggestions?
