V-4 90 hp 1982 serious ignition trouble

I recently purchased a motor, checked up all mechanics and tested it on the boat. It knocks slightly when idling: knocking increases under load, it didn't have power.
There are no adjustment screws on the carbs so I tried timing. I couldn't reduce RPM lower than 1300, when throttling knocking increases.
I pulled the spark plug leads one by one - they were working.
Then I removed the spark plugs and inspected them - two, these on the left hand side cyllinders have worked properly, while the other two looked like new - all were new.
It appears timing was different on the left from that on the right cyllinders.
Is this possible and where could be the trouble: stator, timing base or power pack? Is there a way to find out and what is it? Has a trouble like this occured before?
