hello guys, i have looked but havent seen my issue addressed- here's what i've got going on:

Mongomery Wards Sea King 7 hp
there's a lever on the left of the motor that the manual says is neutral / forward. however, the prop turns and the motor will start in either position. the lever is connected to an off set / bent rod (wire) that goes up into the motor area under the pull start assembly that is held on with 4 screws. i CANNOT get those screws out- neither could my mountain man brother. theres no rust or corrosion showing. thoughts, ideas? is there a neutral?
