64' Johnson outboard

I just inherited a 14' alum. boat with a 1964 Johnson Outboard MQ-10S. I'm having problems getting the outboard lowered all the way down. Can't seem to find what could be holding it up. Any suggestions?

That's the first year of the 9.5hp.

What do you mean lowered down? Is your transom on the boat a 15" transom? Is the engine tilted and wont go down?
