Power loss at hi RPM Evinrude '87, 50hp VRO

I have a '87, 50 hp VRO motor and up until this summer ran great and has very low hours.
I found that the VRO unit had crack and was leaking while I was trying to start it so I replaced it with a newer version. I tried starting it but no go. I could start it with starter fluid and is would smoke and die. I removed the carbs and found that the bowels were full of oil probably from when I was trying to start it with the leaking vro and it just pumped oil into the carbs.
After cleaning it started right up and idled fine and reved fine. It passed the oil alarm test and all. The carbs ere like new inside other than the oil issue.
Took it to the lake yesterday and it fired up right off and it took me about 18 minutes of slow no wake cruise to get out of the boat area so I could open it up.
Upon slowly advancing the throttle it builds RPM but at about 40% of throttle it starts bogging down and wont go any faster regardless of throttle advance. I put it in neutral and can reve it up and it does seem it stumbles a little until i reve it a bit more. again i try it but the same thing happens.

Any ideas?
Spark is great, fuel is new, filters are new, no gas leaks visable, I have not tried to pump the fuel bulb up to it is hard and never had to. All i would do is pump it twice before starting.

did you remove and clean the high speed jets? they are in the bottom of the carb bowl, and probably still clogged with oil & other stuff. read the TOP SECRET FILE. you are also due new alcohol resistant fuel lines, from tank to carbs.

already did the fuel lines, but I will check the jets this week. I did take them down and sprayed carb cleaner thru them but I will check again. thanks I will let you know teh results.
