steering question

i have a volvo penta 280 outdrive, outdrive unit is removed from the boat, transom ring is still in along with steering yoke. with power steering unit removed on the inside of the boat, should the yoke turn freely? mine is rusted and only moves with a hammer. thanks kevin

Hmm, I'm surprised someone didn't 'jump' on this....

I think you can rest assured that if you have to "malletize" it to get it to move when disconnected, you should investigate further!
