I have a 1975 15hp johnson and the steering bracket is not attached to exhaust housing. How do I fix this?

You need to post a picture ... not enough information to hazard even a guess!

the motor some how is not attached to the steering bracket. (see attachment). The steel band is holding everything together

Here's a diagram of the exhaust housing ... looks like #51 (SEAL,Upper mounts to exh.hsg.) is required ... can't really tell much more without being able to see your motor in person.

Yep, that's a fairly typical attempt at "fixing" bad upper motor mounts. If you can find new ones, they are pricey. I've actually gotten away with making one, sort of, with a series of washers and rubber grommets. Didn't absorb vibes as well, but it kept the motor from bouncing around...
