Water in lower unit

I have a 78' 25 hp jonson motor just bought not too long ago did some carb work and it runs good. went to change the lower unit oil and it had water in it was all milky. replaced seals on 2 plugs and changed oil, ran motor and checked oil, water in it again. which seal do i need to change? or should i just buy one of the lower unit seal kits and replace all of them?

help would be apreciated dont want it to damage the motor and its fishing time!

Best bet is to do a full seal replacement on the bottom end in my opinion. Get's it over and done with.

on mine it was the two upper drive shaft seals that let the water in mine need to check that before going in the foot
