I am trying to replace the control module in the distributer on my boat but can't seem to get the rotor off. Is there a special way to get it off or does it just simply pull strait off. Once the rotor is off how does the notched plate below the rotor come off.
Any help at all would be great

According to the maintenance manual, a Thunderbolt IV rotor is installed using red Locktite. Heat the rotor, try it, more heat.

the rotor lifts straight off. They get rusted on all the time so just chisel it off if you have to. After you get it off lighty sand the shaft to remove whatever rust you have and when you put it back together LIGHTY coat the shaft with a bit of dielectric grease to keep the rust from coming back.
That notched plate is called a reluctor. It gets removed with the rotor and the new rotor (assuming you didn't buy auto parts) will come with a new reluctor on it.
