2 Stroke Mariner 100 HP wont start with key or rip cord

I have a 100 HP 2 stroke Mariner. I cant get it to start it turns very slowly. BUT if I pull one of the plugs it fires almost immediatly. I thought it was just because it was a weak battery but when I try the manual rip cord start it is hard to get to roll over and will not start. Please help?

Pull plugs and check cylinders to see if they are loaded with fuel, kinda sounds like it is trieing to compress fuel.
Need to spin it with plugs out,,, BUT BE CARFUL with plug wires off spark and fuel makes for a FIRE. Maybe engage kill switch then spin.
If it is loaded with gas trying to turn it over with plugs in can result in damage to internal parts.
