1996 9.9. 4 Stroke Won't Start

I have a 1996 4 stroke outboard that ran fine but the last time I ran it it had some white smoke coming out of the water spout. I tried to start it manually with the rope start and that didn't work. Tried it with the electric start and that wouldn't do it either. With the electric start it did not even turn the motor at all. Any suggestions? Thanks in advance!

check compression, check spark, do you have signs of water in either cylinder?

Looks like some water got into the cylinder. What is the best thing to do in this situation? If the water and oil are drained what can I do to check where the water came from? It still ran but started after a bunch of pulls on the rope before checking for the water. Thanks a bunch!
