75 Merc 850 steering

I just bought an old 75 model boat and motor. The steering cables appear to be frozen near the engine. How do I access the ends of the cables to disconnect them??

If it is a srandard steering system, there will be a large nut on the starboard sie of the tilt tube. Remove it to allow the cable to pull out of the tilt tube.

Now it is likely that the cable is corroded to the tilt tube. Use a pipe wrench to rock it while lubing with PB Blaster/ It should eventually work loose.
