Old johnson running problems

I have a 59 Johnson sea horse, it runs in low idle for long periods of time. But when I go to a higher speed, it wants to stall out. Like its choking itself out.

Any ideas what to try first ??

Could be fouling out the plugs at low speed for long time. May need a hotter plug or widen the gap a little (.035-.040")
