1991 Johnson trim motor

I just removed and rebuilt my trim motor. The motor is running but it is not moving the rods. Any help or ideas would be appreciated. It has fluid and when I remove the cap it actually runs out.

Try tightening the manual relief valve, it should be 45lbs torque.

Could very well be an air pocket too, bleed the system by loosening the release valve and cycling up n down a few times by hand then lock the release valve down tight.

Sorry I didn't write back but that did the trick for me. I really appreciate the help and advice. I just got done replacing the axel. springs. winch and a bunch of other stuff and got into the water this weekend. thanks again
