Trouble reinstalling lower unit 9.9 1999 mercury?

I rebuilt my water pump and was able to get the lower unit on but then noticed the throttle/shift won't go in reverse. I pulled the lower unit off and can't figure out how to insert the shift cam so that it works properly. My SELOC manual is not much help.

Come on guys. Someone must have some info on the 9.9 merc. I searched the forums and can only find threads for higher horsepower.

OK. I made progress. The shift rod goes in the froward part of the lower housing, with the beveled part of the cam widest at the top, sloping forward. Now I am looking for RTV silicone sealer for the back of the pump base.

2 stroke. serial number OD127450

I found my RTV silicone and got it back together right up the part where you latch the shift rod to the linkage in the upper housing. I appear to have pulled the linkage out of the powerhead case and am having some trouble pushing it back in.

OK. I got the upper housing linkage back together. There just isn't much space in there to work. Now I am hoping that I didn't reset the cam on the lower part of the shift shaft in some funky way.
