Not a Spun Prop! Gear shift?

A friend of mine has a late 1990's 90hp Merc outboard that he just put in the water this past weekend. His son was the last to use the boat back in November, and he apparently ran hard aground ... after which he "limped" back home some 15 miles because the boat wouldn't get up on plane at WOT. Thinking that the prop was spun, he put a new hub in ... but the boat still won't get up on plane.

Additionally, he said that the throttle/shift cable was "stiff" ... but he could still hear the motor "clunk" when he shifted it into gear.

Questions ... could the stiff shift cable have been caused by running aground? ... can a stiff cable possibly be causing the gears to not fully engage? ... and if the gears are not fully engaging, how much damage to the pinion, clutch dog and forward gears would likely have resulted from running the motor with the gears not fully engaging?
