run the high speed needle in until it seats lightly. then back it out about 5/8 to 3/4 of a turn and it should start. Once running on the lake at full throttle move it in or out until the motor reaches it's max rpm. Once it is there without letting the needle move in tighten the packing nut down with a 7/16 inch wrench and it will stay in place.
