Default Older Evinrude 225 compression?

I have a nieghbor that is having trouble with his Evinrude 225 2 stroke, I don't know what year model it is yet. He says he's only geting 3800 rpm's out of it. I have a compression gauge and am going to help him check compression and spark this evening. Aside from the standard, all cylnders should be with in 10% of eachother what should be the minium compression that would be acceptable? Again, sorry I do not know the year or model of the motor but would guess mid to late 80's.

Just looking for a rule of thumb at this point.

Another question. In the Sticky's there is a Decarb procedure. If the motor has low or unbalanced compression is this the first step you would take to evaluate the motors health? In other words, do the decarb and if compressions are still low or unbalanced then it's time to rebuild.

It sounds like this procedure is designed to remove carbon in the ring stack. Is that correct?
