Runs Rough and won't idle down

Hay gang,
We've got a 1999 30 HP Murcury outboard, put it in this morning and had troiuble getting it started. Pulled the gas filter and plugs cleaned both. Finally got it going but it won't idle down to where we can engage the gear in forward or reverse. It'll run at a midium to hi idle but conks out at low idle.
Any suggestions?

Hi,
Had a similar problem with my 25HP 2 stroke, turned out to be the fuel. I was told never to run BIO fuels, eg. SAF or anything Canola based. Apparantly its very residual, even if you run it dry when you finish boating. Used Mobil ever since, no problem
