VRO and fuel pump

Is the fuel pump part of the VRO system in 40 hp 1985 evinrude # E40ELCOB.
The motor runs a little ruff and the top speed doesn't seem right.The motor is on a 16 aluminum side console and the boat only goes about 16 mph.I would think it should move a little faster than that.Compression is good in both cyliners,

The fuel pump just fills the carburetor float bowls and does not discriminate between cylinders. The engine pulls fuel from the float bowls through the carburetors by the vacuum created by the cylinder strokes.

You problem sounds like you are dropping a cylinder, or possibly that you are over-propped.
