Engine bay foam pad come loose

Hi ... I have a Mercruiser 4.3L fitted to my Maxum 1800SR3 .. above the engine, 'glued' to the inner face of the Transom is a foam block, it is about 6" x 8" x 30" or so ... and is like a dense polystyrene (Styrofoam) http://tinyurl.com/ch4an3

Assume it is to cut down vibrations.

The Glue that fitted it, has simply not done it's job and the block has slipped down, you can see the line of glue that is supposed to hold it in this picture:

There is no damage to rear of the foam block, it has not 'torn' away ... simply failed to adhere to the glue.

Anybody know what glue to use to refit this ?

I tried a test piece of foam with Marine Adhesive sealant ... it just failed to stick to the foam, I also tried a household 'bath' silicone sealant .. again, it failed to stick.
I could try a acetyl-cure silicone ... but does anybody have a better idea of what to use ?
