Idle lever/ low reverse speed

When I lift the idle lever on the control to my 1982 35hp, it has no effect on the idle RPM. Also, when I put the engine into reverse, the motor shifts to reverse, but the RPMs do not rise either. I am able to go full throttle in forward, but have no throttle changes in neutral or reverse.

I would think the cables are stretched, but the fact I can go full throttle in forward. Thanks for the help!

original cables, possible, those motor have little reverse throttle, so the cables have to be adjusted just right. if fast idle does not work either, cables or worn bushing in control.
