mariner ID and opinion

Hi everyone could anyone tell me how to read the serial number for a mariner? 682cs250663 does anyone have an opinion of the 9.9 hp mariner?

It's the 37th engine built in Japan in 1980 and should be a electric start with a 15" shaft.
