Jack plate to use 25" motor

I am looking at a used 90 hp four stroke for my boat but it is a 25" shaft and my boat has a 21" transom. Can I put on a manual jack plate to convert the transom to use the 25" shaft?

Also will this setup overly stress the transom?

Yes, you can do that. However, jackplates often cost several hundreds of dollars. Might be worth it to keep looking around and find a 20" shaft motor.
