shift rod boot leaking? 25 hp

The rubber boot on the shift rod has water in it, there is a cable tie on the lower part of the boot. Is there suppose to be a cable tie or clamp on the upper part of the boot where the rod goes thru ? Last year the mechanic said he found the boot unattatched so he re attatched it. Lower unit still has water in it. Thanks for advice.

Some people use a tie on the boot, it should not be neccisary with a good boot. The boot is anly a dirt barrier the is a o ring in the w/pum housing thats the seal, any mechanic would pressure check the after a seal problem repair. You need to find a mechanic!
