Trim Motor problem Force/Merc

I have a 1995 Force (merc) OB with power trim. Two yrs ago it stopped working and the lift cylinder and pump housing (now not sure if the parts in the housing were replaced or reused) were replaced to the tune of nearly $800 bucks (ouch). This spring went to move it and it won't go up or down again! I can hear the motor operating when up or down trim is pushed. I loosened the manual relief valve to manually put the motor up so I could trailer it but it only goes up an inch or so and then with two people lifting, won't go any further up. This is of course a problem because to work/remove the system the motor must be in the full up position. Also, the manual states that the motor must be in the full up position to service/check fluid level in the pump. Even though it's suppose to be under pressure with the motor down, I took a chance and slowly loosened the fill cap (with safety goggles on) but lo and behold, instead of fluid squirting out (it's suppose to be under pressure with trim down) it made a sucking noise as if there was a vuccume/low pressure in the pump. After the pressure equalized, fluid started running out but NOT under pressure. I have tried putting the motor up as high as I can and then closing the manual relief valve to see if it will hold but it immediately starts a slow decent. Sorry about the long post but wanted to give as much info as I could. In closing, I can't get the motor up far enough to remove the trim system. It's as if something is "plugged up" and as we manually lift the unit we are pressurizing it so that we can't move it any further up????
