Mercury 40 lower unit won't shift into gear.

I have a mercury 40 on a 83 basstracker. and its not shifting into gear.I havent used the boat since last september. but it was fine. I thought it was my cable but i took off the lower unit and its not shifting. tried turning it by hand and no luck. any advice to getting me on the water.

check to see if the carrier is pushed part way out.
