Default mercury water pump housing question

I have a 95 150 black max. I am doing an impeller change and new housing. When I installed the housing there is a rubber washer about 1/4" thick and fits tight on the shaft.. My question is on the prior housing installs the previous person slid the washer on top of the housing. I cant find a diagram for the water pump but the washer fits very snug in a slot at the top of the housing which would keep the washer from sliding up or down.. It seems like the slot is made for the washer because of how good of a fit.. So should that washer go on top of the housing as the prior installer did or inside the housing?

i would think on top, my 86 merc has one on top, you have to remember, will you have enough room for the bushing, the impeller, etc... and be able to squeeze the housing shut without putting a ton of preasure on everything if you were to install it in the housing. it has to go ontop, otherwise water wont be pumped, that will leave a big gap in the housing top.

It seems to sit on top....I have no idea why..but mine also has it there...just sitting there. I think in the seloc manual they call it a slinger?? Maybe to sling out errant gear oil?

The rubber "washer" is the centrifugal slinger. It rests right on top of the upper water pump housing right against it. Make sure to liberally coat the area and the washer with vaseline when you install it.

This sounds like the "washer" that seals the housing. It should go on top of the housing outside...the last piece to be installed.
