I ordered new pistons for a 1983 70 HP outboard. The pistons seem to be the same except my old ones had 3 rings and those new ones have only 2. My question is does this make a difference.

No, the 2 ring pistons are the newest replacement for the 3 ring, in fact they weigh exactly what the old ones do so they can be mixed and matched together in the same engine.
