A little Fiberglass/Gelcoat Repair Help from the Experts

I have read numerous posts here on different methods for repairing and painting the topside of boats. Well heres the skinny. I have a 74 Revelcraft 32' Cabin Cruiser. Its a handme down from grandpa. Means alot to me to see it in pristine shape someday. The topside gelcoat is riddled with small cracks...ALL OVER. Looks like you are stairing down at a map. My question is what do I have to do to get the surface smooth enough to apply a topside paint to get that smooth shining finish. I already know I have to repair an large damage to the gelcoat and glass. Is it best to sand it as smooth as I can and apply some type of fairing compound....and if so, what type. Or is it best to just sand smooth and apply a primer. We are talking about the WHOLE surface here.
