50 hp merc flywheel doesnt turn

just bought a 1968 50 hp merc outboard. I tried to turn it over and the flywheel will only turn a little each way, pistons move a little so the motor is ok. Gear shifter seams to work ok but everytime i try to turn the flywheel i hear a clunk and it wont move in eather direction. The guy i bought it off of said he put in a new impeller ,is there some way he messed something up so nothing will move, just need a few suggestions to maybe see what to look for , thanks

He may have shifted the lower unit into gear accidently while he was replacing the impeller, so when he put the lower unit back on the shifter is in nuetral while the lower unit is in gear?

Where does the "clunk" come from? The block or the lower unit?

it seams to come from the bottom end, i think he put it together wrong, i guess ill take it off and see whats up in there, thanks for the reply
