125 Force Mercury outboard will not go into gear

Hello, I just bought a 1987 Bayliner with a 125 Force Outboard engine, the engine starts rite up but when I move the throttle forward or backwards the engine revs higher but the propeller does not move, as if it is still in neutral. Does anybody know if this is a cable issue or a lower unit issue? Oh yes, the throttle will not go all the way down in forward or reverse, as if it is jammed.

not a enough info. just start with your cables. disconnect them from the motor and move the controls their full length of travel. that'll tell you real fast if its something in your lower unit.
if the boat sat sometime the cables will cease up.

Ok, thats a good start, thanks for giving me that information. It did sit for over a year so I will start with the cables.
