95 Ocean Pro hard to start then runs fine

thanks for looking i appreciate all input on this issue.

I have a 95 Evinrude 175 Ocean Pro . it runs great when running. if i use the boat and then let it sit for a few days then go to use it again . it is a heck of a time to start it. takes forever. just the other day i ran 100 miles in it fished for a few hrs and it would not restart in the water unless i sprayed some staring fluid in the breather. then it ran fine. it is just on startup. or when it cools off it seems like . any help is appreciated. i dont know when the carbs were done but i was told a few months ago before i bought the boat . it ran beautiful til just recent, again it is only on start up. when it fires it runs fine.
what should i look at ????????????
the primer bulb does not get hard like it use to after pumping it to prime engine

i would start with replacing the primer bulb. is it an OEM or aftermarket? the aftermarkets there is an arrow on the bulb, they work better if you point the arrow to the ski, and pump. sounds like the check valve in the bulb is shot.
