1978 Evinrude that wont start

I have a 1978 evinrude motor that has sat for a year with no starting. i changed the spark plugs and used fresh gas. the fly wheel is not moving and the starter is not popping up. I would like some advice. Thanks.

The shaft for the starter pinion must be squeaky clean and only lubricated with very light oil.

What horsepower is your motor?

is the starter just spinning or clicking or not making any noise at all when you turn the key ?

Go to the Engine FAQs and do the troubleshooting in "Outboard won't start".

Let us know what you find, and tell us what engine you have.

It is a 35 hp and i aquired it from a man who didnt use it these last few years. know little about the motor other than it has the #'s 521 on it. the fly wheel does not spin and the starter does not engaged. it sparks but it does not turn over.
