Tilt/Trim will not go down all the way

I have an 86 150 hp black max. It has the integral system with 2 trim cylinders and one tilt cylinder. I finally got the tilt trim motor replaced. all works fine except it does not go down all the way. It is being held up at the 2 trim cylinders. I have to use the manual release valve to lower it down.

Any help would be appreciated.
