1978 v200 Mercury outboard wont reach full RPM

I have a 1978 V200 merc on my 18ft whaler. Motor starts and runs fine no hesitations. all cylinders have 100 plust psi with spark. I can only get 5000 RPM's out of it. Im running a 17p prop on it. What is wrong, please help.

sounds like everything is working good. tach could be off a few ticks, 5500 would be a good range for it, but depends on load carried on the boat and prop pitch. i think you are in the right ball park
