1980 Mecury 40hp - Throttle set up issue

The throttle controls that came with my boat and set of throttle controls that I tried both do not quit work right with this motor. ATM the best we could get it to do was be in nuetral at idle speed and then engage the gear into forward while increasing the throttle. There is no throttle control in neutral. We have tried a lot of different things and this was iffy, but the best we could get it.

Any advice?

a picture of your control, might give us an idea of what you have. presently we have no idea. could be a Merc, J/E, suzuki,yamaha, or some aftermarket control. so we cannot give you good advice.
