72 Johnson 9.5 exhaust leak

I have a 72 Johnson 9.5 runs great at speed but will not idle with cover on.

I see exhaust coming up from inside with the cover off.

I have read previous postings of potential problems: Seal on top of impeller housing, exhaust relief hose, exhaust housing seal, and shift rod boot.

I saw a post talking about soapy water to check for leaks and my question is, how do I check for any of these problems with soapy water?

You can't

EDIT: If the water pump seal is missing, exhaust goes up through the drive shaft tube and out the vent hole at the top of the housing. Likewise, if the shift rod boot is shot, exhaust blows out the same vent hole. You can't see the vent hole on an assembled motor. Don't even think of plugging the vent hole, as that will cause worse problems. Besides, accessing it to plug it is a major job.
