Default Twin 115 HP Mercury Outboards steering is stuck & leaking

I'm looking at purchasing a
21 Ft Bayliner Trophy Cuddy Twin 115 HP Mercury Outboards
but the steering is stuck and leaking

Any idea of what it will cost to fix the problem approximately- ballpark -
best guess, etc...?
I want to buy the boat but concerned about repair cost
don't want to get into over my head without first at least making an attempt to determine repair costs

to many variables with no information.
depends on who made the steering system.
depends on what model hydraulic cylinders were used and which helm unit and lines.
neither Yamaha nor mercury builds the hydraulic steering system used on smaller motors.
the avearge front mount seastar steering cylinder is about 600 dollars the average seastar helm is about 650.
but with no other information thats about as far as I can go.
