the water pressure on the motor is quite a bit low. the previous owner said that the impeller seal is shot and that it is need of change.

now, would it be wise to replace the entire kit since its roughly $45 or change just the seal?

Many will advise that any time you remove the pump to replace the impeller. Its $45.00 well spent, and just think of how much fun you will have working on your motor.

The problem is probably nothing more than an old worn out impeller. Replace the complete pump if you want, but if all you need is an impeller for half the price of the kit, why change the whole pump housing?
Disassemble, inspect, replace as necessary. Use the money saved to buy the special tool needed for your engine, the OEM service manual. Without it, you are just throwing money at it, and hoping for the best.
