Replacing my OMC bellows

When I get my stringers and all done and go to reinstall my 3.0L and Series 400 sterndrive I'm going to be reinstalling the bellows (obviously lol). I haven't inspected mine yet but I think I'm going to go new anyway.

So ok, you've got stainless screws on the outside of the hull that attach the bellows to the hull and penetrate the transom. I understand too that something needs to go between the ring on the bellows and the hull, 3M 5400 I think?

I'm now familiar with the idea of overdrilling holes, filling with epoxy, predrilling, and then screwing the deck into my stringers. Doesn't something similar need to be done with the transom, or will the 3M stuff keep water from getting into the transom? It would seem right to put sealant over the screw heads but that wouldn't look that great.
