The starter for my motor engages, rises, and tries to turn the flywheel, but then slips. Is the drive gear supposed to rotate on the shaft after reaching the top of the screw? The drive gear has a nut attached that is slipping. Is it supposed to be on solid unit? Is an internal shear pin involved?

90% of starter problems are bad connections. remove and clean both ends of the battery cables, so that they are shiney, also the cable from the solenoid to starter. check for nicks in the cables. and make sure the connectors are on the wire good. the cable tend to corrode from the inside out, if nicked, corroded wires, and connections, heat up and cause resistance to the follow of electricity, thus the starter doesn't get enough. you can also take jumper cable pos battery post to large post on starter. with a good connection, the engine should spin. then if the starter is good clean everything and retest. then trouble shoot solenoid. starters can be rebuit at a starter/alternator shop, much cheaper than a new one.

1978. The starter turns the flywheel about a 1/4 rotation and then the starter drive gear slips on the shaft. All connections are good and plenty of power. On the drive gear itself there are the eleven teeth and then below that there is a nut. When force is applied the teeth and the nut rotate seperately causing the slip. Should these peices be bonded together internally?

Yes, what you are calling the drive gear is also called the bendix. It's also called the pinion gear in the service manual for my 1980 35 hp and the drive assembly in the BRP parts catalog on their website. When talking about cars, it's commonly called the starter drive.
I checked a couple of places on the internet and that part run around $28 plus shipping. The part is not hard to change but I would advise you get a service manual before trying it or as tashasdaddy said you can have it repaired.
