Evinrude 70EFI-Code 31

1999 4 stroke 70 Evinrude keeps showing a code 31. This engine is a new engine and was pushed to a back of a warehouse and lost. I bought it on ebay.
I starts great but the check engine light keeps displaying code 31 which I think is the CTP switch. Anyone know where the CTP is and how do you adjust it.

That motor is the Suzuki/Evinrude crossbreed, you can find more information on it by searching Suzuki than Evinrude. The "closed throttle positon" sensor is on the throttle body.

I am running the engine without the control cables connected and it does seem to idle very low. Would I be getting the CTP error code because the cables are not connected or is the switch out of calibration?

Found out from Whaler Central code 31 is for overheat. I am getting a hot eng
light on the systems check leds when running it up with the muffs on. Am I getting overheat because of muff water supply or do I have a stuck thermostat from the engine sitting for almost 10 years?
