on the throttle linkage, is an idle stop screw, that needs to be adjusted. when you bring the motor to idle, the screw should hit a stop, also you throttle cable may be misadjusted, not allow the link to come back to total idle. this must be adjusted in the water, not on muffs, or a bucket.
