'83 Evinrude 15H Starter Rewind Spring Replacement

I have a 1983 Evinrude E15RCTR that I am trying to replace the starter rewind spring on. I was having problems with the pull cord retracting and bought a new rewind spring and retainer clip for it. My question is actually 3 parts. First, I have the cup guide, or pan that the spring and retainer sit in. There is a small slot in the side of the pan that the tail end of the spring protrudes through. The metal rim that retains the spring is bent right at the slot so that it is dog eared out maybe an 1/8 inch. Is this supposed to be this way, or is the rim supposed to be competely smooth and circular? I can easily bend it back in and remove any burrs from the edge of the metal. Second, what is the orientation of the rewind spring and retainer clip in the cup guide? I purchased the parts from this website that has the following schematic.

I have the washer in the bottom of the cup, so that is already there. I think I understand the direction that the spring is supposed to would in the cup, which would be clockwise if starting from the center of the cup where the retainer clip would be. What I don't understand is how the end of the spring and the retainer clip are oriented together around the bolt. Are they clipped together? The schematic doesn't show that very well. Third, is there anything else I need to know about installing this rewind spring, other than it is just waiting to give me a black eye. It seems like once I get the spring in, I just put everything back in the way it came out and I should be good. If you are thinking I sound pretty inexperienced with outboard repairs, you would be correct. Your help is much appreciated.
